Congress Poised to Pass Continuing Resolution to Extend Federal Government Funding Through December 16

Congress is set to pass a continuing resolution (CR) on September 30 to extend level funding for the federal government through December 16, giving lawmakers additional time to reach an agreement on federal funding for fiscal year (FY) 2023.

To ensure robust funding for affordable housing, homelessness, and community development resources in FY23, NLIHC and our partners in the Campaign for Housing and Community Development Funding (CHCDF) are leading a National Call-In Day on October 12 for advocates nationwide to contact their members of Congress and demand the highest possible level of funding.

Background

The FY2023 spending bill provides an opportunity for Congress to make robust investments in affordable housing and homelessness programs. Congress must not pass up the chance to provide the significant funding needed to ensure the nation is moving towards safe, affordable, and accessible housing for all.

The CR passed the yesterday Senate by a vote of 72-25 and is set to pass the House in the coming hours. Once the CR is finalized, Congressional and appropriations leaders will resume negotiations over a final FY23 spending package, with the hopes of passing a final bill in mid to late December.

Your advocacy is needed! The House bill for Transportation, Housing, and Urban Development (THUD) would provide roughly $3 billion more for HUD’s vital affordable housing, homelessness, and community development programs than the Senate’s proposal. Both draft bills were written with little or no Republican input, raising the risk that a final spending package could offer significantly less funding.

National Call-In Day on October 12

Congress needs to hear from you!

Advocates can participate in CHCDF’s National Call-In Day on October 12 by contacting their senators and representatives and urging them to support significant funding for NLIHC’s top priorities:

  • Full funding for the Tenant-Based Rental Assistance (TBRA) program to renew all existing contracts and expand housing vouchers to an additional 140,000 households.
  • $5 billion for the Public Housing Capital Fund to preserve public housing, and $5.039 billion for the Public Housing Operating Fund.
  • $3.6 billion for HUD’s Homeless Assistance Grants program to address the needs of people experiencing homelessness.
  • $100 million for legal assistance to prevent evictions.
  • $300 million for the competitive tribal housing program, targeted to tribes with the greatest needs.
