In 1974 Cushing Niles Dolbeare convened the Ad Hoc Low Income Housing Coalition, NLIHC’s predecessor. That Coalition was multi-sectoral, involving leaders from labor, faith-based, human services, and housing organizations, all coming together to protect the needs of the lowest-income people when their housing was being threatened. NLIHC has grown and evolved over the last 45 years, but we continue to deploy the toolbox Cushing pioneered - data-driven research, policy analysis and advocacy, organizing and mobilization, and communications - to achieve our mission: socially just public policy to ensure the lowest-income people in America have decent, affordable homes.
From the Housing and Community Development Act of the 1970s, the McKinney Homeless Assistance Act of the 1980s, and the National Affordable Housing Act of the 1990s to the Protecting Tenants at Foreclosure Act and the creation and funding of the National Housing Trust Fund in the 2000s (and much more), NLIHC has been steadfast in our work to end homelessness and housing poverty.
