The House is expected to consider during the week of June 17 a five-bill spending package (“minibus”) that includes the FY20 Transportation-HUD (THUD) and Agriculture spending bills. The package also includes spending bills for Commerce, Justice, and Science; Interior; and Military Construction and Veteran Affairs. Several members of Congress have already introduced harmful amendments.
Representatives Jeff Duncan (R-SC) and Vicky Hartzler (R-MO) introduced amendments to remove language from the THUD bill that would prohibit HUD from implementing proposed changes to the Equal Access rule. HUD’s forthcoming rule would weaken the enforcement of the Equal Access rule that provides important protections to LGBTQ people experiencing homelessness and seeking emergency shelter (see Memo 5/28). NLIHC supports the original language included in the THUD FY20 spending bill and opposes these amendments seeking to remove it.
